The ‘In-Situ Slum Redevelopment’ is a crucial part of the PMAY scheme. This scheme provides easy and better housing facilities to slum dwellers in India’s urban sector. As per this scheme, the slums will go under redevelopment by using the land as a resource to build new houses. This way the land on which the slums are built will be used to give sanitary, accessible and better-constructed houses to the slum dwellers. Moreover, the slums situated on government or private lands can be taken under this scheme.

The beneficiary contribution in this scheme, as well as the eligibility cut off, will be decided by the state or UT government. The scheme will commence after consultation with slum dwellers’ association from the respective places.

Features and Benefits:

  1. The state/UT government and concerned cities can provide additional Floor Area Ratio (FAR)/Floor Space Index (FSI)/Transferable Development Rights (TDR) to make this scheme viable.
  2. State and UT governments can grant Rs. 1 Lakh per house on an average to the slum rehabilitation. This sum amount will be eligible for all those who will be benefitting from this scheme. However, the UT government will have a final say on the average amount to be granted.
  3. The state and UT governments will also decide whether the constructed houses will be given as ownership rights or on renewable, mortgageable and inheritable leasehold rights.
  4. The house projects made under PMAY scheme will have two components: a slum rehabilitation component and a free sale component.
  5. Under the slum rehabilitation component, the slum dwellers will get a house with basic civic infrastructure.
  6. Under the free sale component, the slum developers will be able to sell the house in an open market.
  7. State/UT government and cities are supposed to offer additional Floor Area Ratio (FAR)/Floor Space Index (FSI)/Transferable Development Rights (TDR) for slums on private land. Here, they won’t get any assistance from the central government.
  8. The private project developers will provide a short term temporary location to accommodate the beneficiary slum dwellers while the construction is in progress.
